-I guess, there's a fucking ton of factors that the "Elo" system can't really account for while measuring the skill level of someone. It mostly have to do with this game being team centric and the elo system designed to be used for individual measure of skills/games.
-Yes too, first dodge in a 24 hour period is mostly "Free", 6min timer and 3lp loss, Dodges after that will reset the counter to 24 hours while increasing the dodge timer to 30min and reducing 10lp per dodge. But like i said, LP/Tier/Division/League have "mostly" nothing to do with skill. (Said mostly because its more probable that the skilled players will be in the higher tiers)
Besides dodging a match is like admitting or assuming a match will end in a lost, so instead of losing 30-50min in game + LP, you just lose some LP since you can wait the 6-30min doing something else.
