+IAS is about 9-10% increase in overall DPS. To match that for normal grinding (e.g. Lumi) it'd have to be either +target (8->9 => 12.5% increase), or +25MA or more with +30-40INT. For bossing, it means 10% boss without any prior %boss. Having 50% boss damage from other sources imply that you need +15%boss in order to match that +IAS bonus.
As a note, before considering any binomial-based proc-on-crit skills (e.g. Phantom's Carte Noir), the maximum effect that +30%crit gets you is about 10.8% increase in overall DPS without any +min/maxcritdamage, while the minimum effect of +30%crit is 8.4% increase in average DPS. But that's at the very best of %crit that Aswan gives you. You're way better off with your IAS or %boss or +MA&+INT.
Also note that +1allpassiveskills is generally bullpomegrante. The classes that benefit the most from this IA are all the bowman classes, and AFAIK the total bonus damage increase possible would not exceed 7%. This was based on a XBM with all skills maxed and having no additional %ignorepdr or %dmg and is attacking a 50%pdr boss, but is true only because of the large number of passive skills that actually provide an increase in DPS in any way.
So keep that +IAS, and it's bloody rare...
