It doesn't seem like RLH is THAT difficult to reinstate. If the point of the update notes was to focus on the events, the point of including the "all stars" being back would most likely be because of hyper skills.

Of course it's not. They just need to add Kumi's NPC back, and open the portals. The map's still there, after all.
