2) The reason for the difference is the damage cap. There is a point at which increasing your range won't increase your overall total damage output per minute, simply because all your hits are already capping. The point differs between classes because some have few big hits per attack, and some have lots of little (in terms of %) hits, each of which has plenty of room to grow.
