Bone head logic. Nearly every game has content specifically for the higher percentile so there's still goals you can meet on your character. You can't justify nexon's incompetency in terms of priority because it's such a small percentage that can benefit.

Quality over quantity is all I have to say. Content is not good if it is not accessible to most players, reasonably. That is to say a significant road block such as paying thousands of dollars in the case of MapleStory. That is not to say that all bosses need to have 3 party expeditions either, but they need to be accessible both to the masses and if people can solo it because they've spent a bunch or are just "good," well then good for them.
