Maxing Burst Fire is a given. 20 points, and each point increases its damage at an alarming rate (15% compared to say, 8% for 1-20 for Strafe and a measly 4% for 21-30).
Is Build A built for sniping Newties in 8x? If so, why not max Octopus before Ice Splitter? Can the Octopus hit the Newtie without forcing you to move into its range? You're mostly going to be hitting the first mid Newtie, which requires no disabling if it's anything like how Hermits and archers do it. By the time you start taking down the first Newtie fast enough to warrant moving to the second one, you should have Ice Splitter as well. If the build is actually geared toward standard places like Squids and MDTs (and well, Outlaws don't seem to have any mob skill built for taking down Gobies), then Ice Splitter makes more sense.
I will probably have the same end build as Build C, but modify the path to get there depending on how Octopus and Ice Splitter work. Build B looks tempting (reminds me of my early-Inferno build), but Water Goblins, YnPs, and Duals kind of fail compared to newer training places like Windraiders and Newties.
Build A is more for Jr. Newtie training but the reason I got Ice Splitter before Octopus is because it leaves you with more training options. In the more crowded servers, it's difficult to find a Jr. Newtie spot and you'll easily get KS-ed that early.
However, I did say under the Build A explanation "With this build, you have more options early on than sniping Jr. Newties. If you think you have a good chance of getting a spot at Jr. Newties, feel free to max Gaviota and Octopus before Ice Splitter. I wouldn't recommend it, however, as that limits your training options."
