Limit to ID's logged into per day?

Good thing i know enough about the internet to know not to be going to random places with the intent of avoiding an ip ban without checking to see if the first octet (is it an octet? I really don't think it is but i can't remember the name) of the ip is the same as the one assigned to my main line. Regardless, there are better ways to spam dozens of accounts even from the same location.

Ah, I was thinking more along the lines of using multiple computers in a library to log into more accounts than the IP ban restricts. Okie dokie.
