I think max burst fire is required for a 4th job skill [probably Rapid fire]
@Above build: I'd get octo first before ice as if you do max burst fire, then octo, at level 80 you'll have 11 octo which will allow the octos to stay on the map for 20 seconds and you can summon 2. Then if you wanna throw a point into ice, do it then. Really though, if you're gonna snipe newties, you wont' need ice splitter.
