Dark knights are more of a buff based class than cannoneers are and buff duration is a more reliable increase. I'm sure having 100% drain half the time is better than having 100% drain 1/3rd of the time except when you proc a 1/5.
that 1/5 rate is per strike, and considering impale does 6 strikes soon...
it's more around 60%,

this was the thread, the calcs back then were for 5% chance of healing, now we have 20%, which would be on single targets (if i got the math right)
0.32% chance of not healing at all with 5-strike impale on one target (what we have right now) and
0.26% chance of not healing at all with 6-strike impale on six targets
so the drain effect is actually pretty meh, the 60 attack is more interesting.
right now, i can survive aswan hard (which deals 60 or 65% hp damage with lasers) without using a single potion, solely by draining, and this is 100% of the time i've aswan'd
edit edit: oh, and this is personal but:
behiolder lasts 20 mins, so that's no trouble recasting
hex autocasts itself
3 pets allow for autocast of stance, booster and MW/blood depending on situation.
decent skills have a pretty good duration on their own, plus most new bosses have some timeframe where you can cast it
