A laser mouse will give you the ability to move faster and be more accurate compared to a ball mouse? Pretty sure I'm right.
A 120hz monitor will give you the ability to see fast moving objects more clear? Pretty sure I nailed that one too.

It doesn't matter when they came out. They ran just fine on low end PCs at the time.
Edit: Wait, 8 GB RAM in 1998? That's good even today. A very good computer in 1998 had 512 MB of RAM.
You can get a decent gaming mouse for about $40 and your monitor has next to nothing to do with how well you can play a game (beyond a reasonable level of quality like being able to see what's going on without lag).
