This isn't true at all. Plenty of Korean BW players played on mediocre internet Cafe PCs, using the cheapest mice/keyboards for years. Same for any globally popular competitive game, like Dota and CS. Your gear doesn't improve your ability, it just makes it more comfortable to play.
I do agree with Derosis's point that you need a quality PC to stream, which has become a major source of income for pro gamers, though.
