You CAN play with a 700 dollar rig, but you'll want to invest the most as possible to get the best results in your gaming experience. Skill is important overall in being good in a game, but your hardware is crucial/backbone of what you do.
I don't know any great gamers that play on a 700 dollar rig. Js.
