That does not insure safety of ones own account... $20 on 5 accounts are all equally inferior to $100 charged on 1 account. If you take that to a larger scale, she was thinning out her insurance through several accounts.
The only way for her to fully chargeback all that money she spent is to charge back every single transaction made on every account she charged on... causing a billing block for all her friends.
