If she were to ask Paypal for a refund of all the NX she had charged for all her buyers, Nexon would have been out of a lot of money. They still banned her.
This was over 2 years ago, so under the same management this ex-GM worked for.
It depends on the kind of ban, what ticket she submitted, the ticketing situation back then, how much she charged through PayPal, if her PayPal had been legitimate, if she could actually chargeback that money (90 day window), which GM was in charge (you never know if they got a huge flack for that), and what was the priority situation at the time (hacking rampant, broken game, etc etc).
And I'm not sure how you can sell NX with credit since Golden Snail didn't exist back then...
He could be saying BS though... he sounds really grumpy and could be exaggerating the details... and then again, there could be a huge procedure for this to happen that he didn't list.

My thoughts exactly... the guy sounds very spiteful. Though, I think there's more to it than he says but the PayPal thing does hold some truth.

PayPal protects the buyer in almost all cases and the buyer is given benefit of the doubt in almost any dispute. Buying with PayPal harbors almost no risk because of that safety net but selling on PayPal is a kind of nightmare... at least, through my experiences :S.
Although what that exGM said about "off limits" players may not be true... it is true that if you get banned, you are allowed to chargeback all the NX you charged through PayPal in the last 90 Days. Digital goods transactions are really slippery on PayPal.
