That, and anyone who used Paypal to pay for NX was basically "off limits" for banning because of Paypal's dispute methods. If we banned them, most players could alert Paypal and request a refund, and then Nexon would lose that money. Money was more important than banning hackers.

Going to have to call BS on that one. I know two people who got banned because she was selling NX by Paypal and he bought from her.
If she were to ask Paypal for a refund of all the NX she had charged for all her buyers, Nexon would have been out of a lot of money. They still banned her.
This was over 2 years ago, so under the same management this ex-GM worked for.
