I think in these situations, the magic word is *sue*. Threaten to sue, and even if you're guaranteed to lose, the legal fees involved in getting rid of you is far more than Nexon likely wants to spend. Unless you're causing Nexon to lose sales, I doubt they will accept those fees and opt to just let you back in so that they don't have to. It also doesn't hurt when said scammers and cheaters are buying cubes and stuff themselves, especially if sales records show a lot of purchases.
Unfortunately, especially when we're talking about Nexon, it all boils down to money, and banning costs a lot when lawsuits are involved.
