It's almost like Nexon has an overstock of potential locks and needs to clearance out some of the product. Except... you know... digital, and all.
Maybe it's just to provide an illusion of "value", when people buy the cube package for enlightening cubes and then go "hey, I have free potential locks! Instead of letting these go to waste, why not buy some regular miracle cubes?"
