In regards to better circulators, getting special circs is stupidly easy now.
When I got my merc from lvl 1 ~ 70 honor, checking shop every time, I saw 2 special circs.
Now they are in shop about 1/3 of the time. That should have kept it as a one item per time purchase because of how easy it is to find them ~_~
