I did some tests with Shield Mastery and Guardian since I have 0 SP in everything.
It seems that Shield Mastery does not stack with Guardian according to the numbers I got.
When you have lvl1 Guardian, Shield Mastery's Guard Proc just stops altogether.
When you put 1 point into Guardian, you actually lower your guard proc from 20% to 11%.
