Calling all Maplers! The Tempest Approaches!

I'll be watching to see how Phantoms fare after this patch. That'll help me to prepare for it better too as the Impeccable Memory nerf bites harder than all of the other nerfs.

What nerf did it get that we don't already have? We already have the cooldown when changing skills.
