It could make sense. IF you read the latest Inkwell Diary (at the end of this post), it mentions 'characters getting stronger'. Since the term is broad, it could mean the weapon deal. It could also mean that the damage formula is getting changed around, not necessarily a skill 'revamp'.
There are too many questions, and not enough answers. I don't know, you don't know. No one knows.
