I tested this recently and I concur with what you've mentioned. It wasn't always like this though. Before the CS revamp, I was able to gift myself Hired Merchants and the clock wouldn't run until I entered the CS. After the CS revamp or not too long before that, gift clocks were changed to start at the moment of gifting.
