Content that has no KMS parallel is less of a problem. A KMS patch is not going to overwrite it. But content that KMS has taken and altered, takes effort to keep different.

Even if Ninja Castle is only used by the handful of people per server who have Castellan timed, that's still more people than will use the new Sakura Castle. Absolutely nobody needs a theme dungeon for level ~70. Even those people who choose not to whoosh through its level range in a couple hours at Jesters, have plenty of other places to go and quests to do.
