I don't think it is. They updated the notice on the website to this:
"We will be performing a scheduled server maintenance beginning on November 7, 2012. It will last approximately 2 hours.

Pacific: 6 AM - 8 AM Wednesday, November 7, 2012
Eastern: 9 AM - 11 AM Wednesday, November 7, 2012"
They haven't posted that it was complete yet though, so not sure.
