Untradeable to Tradeable

Hello,

I read somewhere that kms got a new item that can make untradeable items tradeable, but there was no further info as a line saying exacly that.

now i had a few question,

does it only work for equips?
does it only work for timeless equips?
how exacly does it work? is it a scroll? destroying chance perhaps?
would it be possible to make a lunchbox tradeable for a future cygnus char?

stuff like that :p any info is welcome im pretty sure im not the only one interested in this thingy
