Kenpachi is definitely the strongest based only on raw power, but he is pretty relentless and fights with pure instinct. Yamamoto was way stronger (having Kidou and Bankai) and you know how it went, I think proof that he isn't one is the fact JuhaBach didn't seem to show any interest into getting him to his side, like he's done with Ichigo and Aizen. I wont rule it out, I'm just saying it isn't proved yet.
War potentials are defintely people that pose a threat, like Khaini said, but that doesn't necessarily mean they gotta be uber strong. Someone capable of unveiling the secrets of Bankai stealing and developing a counter to it could be considered one, place where Urahara fits perfectly.
