No but adding an AD scaling to it would be like adding insult to injury, since kogmaw also gains range with it and has his Q who reduces armor/Mres (Albeit not that much). Also unlike the blade of the ruined king, it deals a % of the maximum health not current. Also the 2% extra damage (At max level) compared to Mandred's Bloodrazor would be like if you gave the item an AD scaling (1% for 100 Bonus AD). So yeah comparing Kog'maw W to those items is not a fair comparison.
For the record:
Kitae = 2.5% Maximum Health
Mandred's = 4% Maximum Health
Blade of the Ruined King = 4% Current Health
Kog's W = 2%/3%/4%/5%/6% (1% per 100 AP) + Range.
