hyper threading is kinda important...but I can try disabling RAID settings, not sure that will help anything though.

Are you sure you a proper amount of capacity for the PC when you got the new PSU?
You say, "no correlation between power consumption/processor intensity, that I can tell," but what about your GPU as well? Those things take the most power in modern systems(in my experience).
My new PSU is 150w stronger than the old one; the old one just died of old age, it handled it fine before then, so I doubt it's that.
