Minerva showed to be very powerful when she stopped Natsu's lightning fire punch with ease, Kagura beat Yukino without drawing out her sword. It'd be really anticlimatic for both characters if she took them both and won.
It's not like the two of them would be fighting as a team though: Minerva would also undoubtably attack Kagura as well as Erza and viceversa.

Luxus casts fairy law. Instant win. Admittedly, Mashima probably avoids fairy law being used if he can help it, because it's such an unfair plot device that he probably regrets making such a ridiculously powerful spell.
