The Hurricane speed was measured by testing how many arrows were wasted over varying time lapses. Over the course of 10, 15, 20, 30, and 60 seconds, the conclusion was drawn that Hurricane uses exactly 500 Arrows per minute, or 8.33 arrows per second. A frame-by-frame analysis is worthless as frames will vary depending on server, computer, and connection speed. That video you posted, the Captain spent 300 bullets in 35 seconds. Thus, 514 bullets per minute. For any matter, it cannot be 8 bullets per second because the total time of the video is 35 seconds and the most bullets possibly spent at that rate would be 280.

I'll analyze the image in a moment, but from an initial look, I doubt Cooling Effect or Fake Shot could either reach the Newties from a safe distance.

Decided against stacking the images since that blends the semi-transparent colours. Blue is Cooling Effect. Yellow/Green is Fake Shot. Red is Rapid Fire/Triple Fire. Pink is Octopus. White is Gaviota upon impact.

What you need to know:
The ranges are all effective from the centre of the character, I believe. As far as I know, that's how all ranges are measured. The images are all lined up, on their right edge, to be the minimal (more or less) distance to hit the Jr. Newtie. I extended the image 50 pixels to the left since Triple Fire's range is much longer and you can stand further back. An interesting thing about Fake Shot is that its hit box doesn't originate from where the other skills do. That's noted by the Solid Yellow Line beside its box. That's where you're shooting from with Fake Shot and hopefully hitting that Newtie. You can be a slight bit further back with Cooling Effect, but I'd still say it's too risky. Well, assuming that's too close where it is right now. I haven't been to Newties in a long time, can't recall the exact distance.
Octopus's range is pretty decent, you shouldn't have problems casting it down there. Gaviota has two ranges. One for the distance that it can fly, and another for the hit box that it bombs in. If you're standing at exactly centre in the screen, Gaviota will be able to hit anything on either side of you that's visible. At least, that's what I can perceive from the data. Its hitbox is signified with that white box. Upon striking, like the Archer AoE skills, it will explode causing said box to originate, centred, from that exact point.

I'm just curious, but how do you come up with those ranges? o.0
Not saying they're wrong, but I have no idea how you can just put them there. D:
