Turns out 999,999 - 999,999 is just a visual cap or whatever you want to call it, and if you keep getting more stats/attack/whatever after that point your damage can still go up. This is however limited by the DAMAGE cap, so yes. They can get to that point if they keep stacking more stats and stuff.
This was tested with toxic venom DoT, so I'm pretty much just assuming it would work the same way with non dot skills if there wasn't a damage cap for them.
