That's what elo's for, to separate the players who play terribly but still have fun and those who play well.
There's still a difference between wanting to have fun and not even trying to win the game.
This guy literally built whatever the hell he wanted just because there was a duo mid (he was top), and he ended up being the huge liability on the team because he provided nothing to the team.
