Despite saying "don't ticket it", Bugs/Glitches is still a ticket category -- only they send you an autoresponse telling you to post it on the official forum when you submit to that category.
There's a lot of spam and redundancy on the official bugs/glitches forum, and when I last had cause to visit it, there wasn't much moderation going on. The distribution of official responses was also rather unpredictable.
