Most computers now might come with a free upgrade to windows 8 anyways. Windows 8 works the same as windows 7 with improvements to UI. As for the "metro" look, you can always just go into "desktop" mode.
As for laptops, I'm not sure how they will cope with max settings for games. You could always get a cheap $300 laptop just for programming and a $1000 desktop at home.
