Yeah, hybrid builds were king in T3. T3 skills scaled up so poorly that in most cases, you only leveled up offensive skills if they gained an extra effect at a certain level (well, in some cases this is still true), if they were a pre-requisite for something (ranking your specialization's starting skill to 11 for the EX version later on), or they were one of the few skills with actual good damage scaling (pretty much every level 32 skill).

EDIT: Quackums > Bullet Barrage. This game is still more balanced than MapleStory as a whole, but I do not understand what the hell the developers were thinking when designing the two Engineer ultimates. Quackums does more damage, it doesn't require you to stand still for 7 whole seconds for full damage, and it traps anything caught in it (while stuff can still walk out of Bullet Barrage's range fairly easily).
