That describes malicious cyber attackers vs. defenders in general.
Basically a DDoS is executed when the victim, whether it is a local program or the hardware, gets overloaded somehow with incoming data and the network system bottlenecks somewhere. It doesn't surprise me that to get the desired effect, there had to be collateral damage in some cases. In extreme cases, zombie computer networks can be activated to shut down really large websites such as Amazon, maybe even Google.
