If McDonald's gives away free fries with any burger purchase, then you have no right to complain that you can't walk up to the counter and demand free french fries.
But in that case, you could still get fries separately.
To fit this situation more... It's if Mcdonald has no other way to get french fries other than with a burger. So essentially, you MUST pay in order to get fries. While the Mcdonalds in Korea gets a special promotion of free fries just for showing up.
