Most dont own a cellphone and restricting users to only one account per phone will do more harm than provide a solution.
Only thing i could think of is requiring you to link every new account made with an account that is at least 5 months old. If you dont own an account that is 5 months old get 5 friend referral ( who accounts are 5 months old) to make an account and those friends are one time use. As a bonus you and your friend get a referral title and a free nx cape. Dont want the bonus to be something that can be profitable
