Well, Since your using a vega to turn a 10% into a 30%, you won't need a protection scroll, It only increases the chance of success, doesn't add a boom-rate.
I would assume a shield-scroll would work fine, since you use that on the item before you use the 30% in this case. I think it would also work with a WS if you had that.
