Keep in mind that all span times have a variance factor. Take the base spawn time and add or subtract up to 20% of the total time. A 45 minute spawn time can vary by as much as 10-15 minutes. Thus it will sometime be only 30 minutes and sometimes be 1 hour. I have had Pianus vary by as much as 90 minutes from day to day. A few friends and I tested this a while back by killing a few different bosses on a several channels at once (Deo, Timer, Mano and a few others) and then hanging out until they respawned. Personally, I think they have the spawn variance so that they can't be perfectly botted.
My guess is that it's to prevent one guy from wiping out and locking down an entire server's worth of one boss (e.g. Manon). Synchronized boss spawns are a really bad thing, especially with something in such high demand as manon's cry or miniature pianus.
