I would rather they upgrade them than disarm or worse yet do nothing with them. Disarming them would make us less threatening to the people willing to do stupid pomegranate in the world (yes, stupider pomegranate than we ourselves would do), and leaving them obsolete with no maintenance for decades seems like a one way road to radioactive leakage killing millions of people.
