In reality, I think there's more to this. The fact that this was done on 9/11 points towards the fact that it was carefully planned by a terrorist organization that took advantage of this protest.
The total amount of rioters were estimated to be around two hundred. The volatile group that assaulted the embassy were an extreme minority that were suspected of blending in with protestors to carry out their attack. Some of the people present hadn't even seen the video. Therefore, I'm not sure what you're getting at by using the term "these people," however there are many considerations to consider before we find out whether Libya's citizens can be assumed responsible. Libya has undergone radical change with the usurp of Gaddafi and that radicalism could still fester in the minds of many groups that don't have a strong alignment towards establishing a system of order for the country.
