The only thing I see is the difference is divided by two, then rounded, so 10, 5, 3 (2.5), 2 (1.5)...then the rest would be 1's.
48 - 38 = 10
38 - 33 = 5
33 - 30 = 3
30 - 28 = 2
48 - 38 = 10
38 - 33 = 5
33 - 30 = 3
30 - 28 = 2
