Somewhat stupid how they manage to keep breaking stuff that was working for phantom...even more stupid when you consider how the only difference between classes involved at all for getting the skill should be the skillID that the thing you get at the end does stuff to (And we've seen this can be programmed into the item itself so the quest should/could be 100% identical).
It's very similar to the issue of Phantom not being able to access Zakum prequests - the NPC just doesn't consider them to be "4th job". They fixed it briefly during v115 then broke it again when they undid all of their fixes for 113-115 or something.
