I totally agree that Bullet Time should be maxed BTW

No, they have the same ACC formula as archers and thieves. Their avoid formula is the weird one. ACC would be more of an issue, except that they need DEX to equip their armors and knuckles, unlike warriors. This forces them to scroll more equips for DEX, giving them higher ACC.
