Uhh, yeah. Something that spawns once every hour (or longer) and you have to compete with everyone else over is what constitutes a "rare spawn".
All the other classes have to either collect 30 things, kill a boss, or just automatically advance. Mihile has to level 30-35 on level 29 enemies just to hold a map and almost lose the spawn to someone else for a 2nd Job advancement. Of course it isn't rocket science. It's incredibly fucking stupid.
