As for getting Nebulite, you're supposed to get them through nebulite boxes that all monsters supposedly drop. But Nexon lowered it so much, that I haven't seen one since said lowering.
I believe they actually nerfed the droprate twice; the first time you'd still see the odd box or two (like Gallants now) but none of my friends nor I have ever seen a box since they lowered it the last time.
