Are you sure that's the only source? The recharge rate seemed a lot higher than 20% in some videos, especially that Zakum video. If it were only 20% I wouldn't expect so many consecutive recharges.

Affinity I - 20% to recharge.
Affinity II - Every 10 enemies killed, 100% chance to recharge.
Affinity III - 100% recharge rate if you fail to recharge 3 times.
Affinity IV - If recharge fails, 100% chance to recharge again.
