-What will be unavailable-

• You will be unable to log in to the game. Players who are already logged in will be unaffected.
  

-Changes and Updates-

• You will be able to play as Phantom starting at 8 AM. Check out the notes here
  
• Log in or relog after 8 AM to pick up a Phantom Celebration Box. Find out what you need to do here.
  
• The new world, Renegades, will open. Check out all the new world related events here

probably just need to switch something on but we'll see how they do.

I realized after I posted that its just a Login maintenance too. So no downtime at all...surely it cant be that smooth a launch.

Merc was and DS was(then cut scenes got glitched somehow) so I don't see why this wont be.

Aah so excited. Was hoping it'd be midnight release but this is just as good really.

They probably did this to attempt to prevent hackers from making phantoms pre-release, like what happened with mercedes.

They are all good to go, most private servers have them iirc. They are most likely just opening the character creation button.
I kind of laughed after I saw it was ten minutes.
