Every mob drop it. I've gotten quite a few while doing the Neo City questline.

I got a couple of both of them while doing the Neo City quests as well.

Well, I did say I got it from what's in the pic.

I've gotten like 5 from mobs at oblivion 4. They're fairly common. Granted, it IS 2x drop and exp right now.

Eh, I got at level 39, hit level 76 and haven't gotten one since, been on 4x drop too.

Also, for some reason the mmbs i got today have different item ids, as you can see in the picture.

I got a Star Dust while killing the stuff Yeti & King Pepes summon. Randomly reset stats woo. (or increase/decrease ranks, when I'm 120)
